"Work on torpedo boat No. 15 [#191p Talbot], which the Herreshoff Manufacturing Company is constructing for the United States flotilla, is finished and yesterday morning at high water about 10 o'clock she was launched from the north shop and towed a short distance to the pier at Walker's Cove, there to lay until the early spring, when the trial trips will be held. Two workmen from John Wanamaker's of Philadelphia, arrived here Saturday and at once began the work of glueing linoleum on the deck of No. 15. These men are the same that put the linoleum on the deck of the battleship Massachusetts a short time ago.
The No. 16 [#192p Gwin] is painted a deep black above the water line and fires will be kept under her boilers during the winter while she moored at the cove.
Torpedo boats Nos. 16 and 16 were launched from the south shop at the Hereshoffs a couple of months ago and soon after being launched No. 15 was moved into the north shop where she was finished. The No. 16 was towed down to the cove where she lay until nearly 6 o'clock Saturday afternoon, when she was towed up to the moorings off the workshops.
As soon as the No. 15 was put overboard Monday morning the No 16 was hauled into the place in the north shop made vacant by the No. 15 and the work of putting in the boilers and machinery, which are now ready, was begun. Boats Nos. 15 and 16 are about 100 feet water line, and are due to make 20 knots an hour.
The commanding officer of the U. S. N. receiving ship at Newport was a visitor at the Herreshoff shops Friday, and with the government inspectors on duty here in construction with torpedo work, made an inspection of No. 15 [#191p Talbot] in the shop. The visiting officer and the officers on duty here dined at the D'WoIf Inn. The trip from Newport was made in one of the small launches of the ship.
The work on No 14 [#190p Morris], which is in the south shop, is progressing as fast as possible, and considerable of the plating is on. This torpedo boat is larger than the Nos. 15 and 16, and her contract speed is twenty-two and a half knots. She will be about 138 feet on the water line and will have two Du Temple boilers." "Providence, Feb. 24 [1898] --- The torpedo-boat Gwin had her second preliminary trial in Narraganset Bay yesterday afternoon, going to Newport and return from Bristol. On the homestretch she was speeded to twenty knots an hour, the rate required by contract. Commander McLane and Inspecting Officer Gilmore were on board and declared the test satisfactory." "Torpedo Boat Gwin Expected to Exceed 20 Knots on Her Trial.
NEWPORT, R I, Feb 25 [1898] --- The torpedo boat Gwin, launched last Saturday [February 19, 1898] from the Herreshofffs yard, Bristol, will have her official trial next week, earlier than was expected.
The boat was given a run today in the bay with Capt Nat Herreshoff at the helm, and she did finely. Later it was learned that she made at least 20 knots, the contract speed, without being pushed.

"The Gwin and Talbot Exceed Their Contract Speed at Bristol.
BRISTOL, R. I., March 3 [1898]. --- The two new Government torpedo boats, the Gwin and Talbot, just completed by the Herreshoffs, had their official speed trials to-day in Narragansettt Bay under favorable conditions, and both exceeded their contract speed, the former making an average of 20.9 knots per hour and the latter 21.1.
The company figured that as the Gwin had been in the water about ten days and the Talbot only two, the slight roughness on the former would account for the difference between the two boats, and that they are practically equal.
The average steam pressure on the Gwin was 208 pounds to 194 pounds on the Talbot. The Gwin's engines made an average of 430 revolutions and the Talbot's 422.
The naval board, consisting of Capt. Frederick Rodgers, Chief Engineer C. P. Roelker and Naval Constructor J. P. Hanscom all expressed themselves as much pleased with the performance of the boats. The first USS Gwin (Torpedo Boat No. 16/TB-16/YFB-4), was launched 15 November 1897 by the Herreshoff Manufacturing Co., Bristol, Rhode Island, and commissioned at Newport 4 April 1898, Lt, (j.g.) C. S. Williams in command.
She departed Newport 24 June, cruising down the eastern seaboard as far as Florida, thence on patrol off Cuba from 6 August to 14 August 1898 as America went to war with Spain. She returned north to Annapolis 31 August and served as cadet training ship for the US Naval Academy until placed in reserve at Norfolk on 10 July 1903.
Gwin remained in reserve until June 1908 when she began assisting in experimental torpedo work out of Newport, Rhode Island. This duty terminated 18 April 1914 when Gwin decommissioned for use as a ferryboat. On 11 April 1918 her name was changed to Cyane, and she was re-classified YFB-4 on 17 July 1920. From the 1920 and earlier HMCo Index Cards at the MIT Museum
- Note: The vessel index cards comprise two sets of a total of some 3200 cards about vessels built by HMCo, with dimensions and information regarding drawings, later or former vessel names, and owners. They were compiled from HMCo's early days until 1920 and added to in later decades, apparently by Hart Nautical curator William A. Baker and his successors. While HMCo seems to have used only one set of index cards, all sorted by name and, where no name was available, by number, later users at MIT apparently divided them into two sets of cards, one sorted by vessel name, the other by vessel number and greatly expanded the number of cards. Original HMCo cards are usually lined and almost always punched with a hole at bottom center while later cards usually have no hole, are unlined, and often carry substantially less information. All cards are held by the Francis Russell Hart Nautical Collections of the MIT Museum in Cambridge, Mass.

- Note: The L. Francis Herreshoff index cards comprise a set of some 1200 cards about vessels built by HMCo, with dimensions and / or ownership information. Apparently compiled in the early 1930s, for later HMCo-built boats like the Fishers Island 23s or the Northeast Harbor 30s are not included. Added to in later decades, apparently by L. F. Herreshoff as well as his long-time secretary Muriel Vaughn and others. Also 46 cards of L. F. Herreshoff-designed vessels. The original set of index cards is held by the Herreshoff Marine Museum and permission to display is gratefully acknowledged.
